whatsnew page needs link to downloads page - above the fold (in the first few paragraphs)

You can alway find a link to the latest download in the development blog (http://tenfourfox.blogspot.com/). I wouldn't recommend to download and install a new unstable version without reading the blog post (plus release notes) that goes along with it first. There's always stuff to watch out and test, there may be bugs to get rid of, and any help with that is greatly appreciated. Remember, the unstable version isn't meant for the general public.
