I have this checked in TFF G5 FP16, but it never does.

This is a bit tricky because it can be specified in different places:
• Preferences>General>'Always ask me where to save files' is for downloads.
• Preferences>Applications is for different file types.
Please check settings in both places.

Your reply does not address my valid bug report.
I have found only ONE place, where there is the choice I quoted:
Preferences>General> "Always ask me where to save files".
The second place you mention does NOT in fact give the choice to
"Always ask me where to save files".
As you probably already noted, my bug report was NOT made from
TenFourFox, but from a different browser, since TenFourFox is too
buggy for actual use.
I just checked out a recent new version to see if any of the old bugs
was resolved and they were NOT.
I know, I know.... it's not a bug it's a new tricky feature.

Better luck with the different browser, then. Have a nice life.
