If no windows are open, a click generates a new window

If downloads window is the only window open, click generates nothing

can we change this action to also produce a new window?

    I'd have to investigate the default behaviour of Firefox. If we're out of compliance for that, then we should try to match them.

    However, when you say "a click," what are you clicking on, specifically?

    The app icon in the dock, I guess.
    I find this quite annoying, too (And it is Firefox' default behaviour.)

    I did investigate on an Intel system and it is indeed the standard behaviour. As long as we remain at source parity (for the remainder of the ESR release at minimum), I would need a very good reason to alter this other than "it's annoying," because every change we make we must merge against later Mozilla updates.
