If you are talking about creating a custom icon, it is done the same way as any other application. See Apple's documentation: http://support.apple.com/kb/ht2493
If this is about something else, please advise.

I have a Mac Power PC G4 Lap top computer. I downloaded TenFourFox, but I cannot find the icon for it and I cannot see it in my Applications. How can I find it and make an icon for it so that I can open it?

Unzip the .zip file you downloaded (double clicking it should open the built-in unzip utility). This will leave you with an application that you can put in your Applications folder.
