Peter, this is a support forum specifically for TenFourFox, not for general OS X questions. We exist here at the generosity of Tenderapp, so we'd prefer not to abuse their resources by expanding past our designated purpose.
However, a brief answer: the specific problem mentioned in that article is a very specific and infrequent issue with 10.4 and previous. You can certainly try it, but the problem it repairs is actually quite rare, so if you are experiencing random hangs it is likely to be some other cause and I'd certainly investigate that first.
That said, please pose this question in one of the other general PowerPC sites such as MacRumors or LowEndMac.
