bookmark management
I cannot find a bookmark manager to allow easy rearrangement in folders of existing bookmarks, including folder deletion.
Any suggestions?

You can use Command ⌘ instead of Control ^ on Mac

The library window is available from Bookmarks, Show All Bookmarks (or press Shift-Cmd-B). Under the "gear" menu you should see options to handle folders, to which you may drag bookmarks or delete. Let me know if this is not what you're referring to.
