If you want to publish a Wikipedia edit the cursor is at the bottom of the text field. After you click it goes to the top.

For clarification, this happens using the visual editor (not the source code editor) on Wikipedia. You can try/reproduce this in the sandbox without destroying a real article:
    https://en.wikipedia.org/w/index.php?title=Wikipedia:Sandbox&veaction=edit

The cursor doesn't seem to follow the focus on load correctly, it sits at the bottom line of the text box (if you resize the text box it moves along), but if you type away you can type/erase/select characters (blindly) and they appear where they're supposed to appear.

It's hard to trouble-shoot since any click in the inspector pane also corrects the focus of the text box.

I can't come up with a specific scenario right now, but I have a gut feeling that typing where you don't expect to be typing may be a potential security risk.

It's getting worse: Today I could not see the feedback of selected text in Wikipedia, but I could copy it, so it was selected!
