Use cannot drag because the circles are missing.

Drag what? If you want me to fix this, please give exact steps about what it should do, and what it isn't actually doing. I don't know how your site is supposed to appear or function.

Just compare the Safari screen shot. I don't know if this is a Firefox bug.

The circles do not appear on Firefox 61 either, so this is not a TenFourFox bug.
