TFF 7450 38.4.0 will only launch from the Desktop
I just downloaded TFF 7450 38.4.0 and it refuses to launch from any other folder than the Desktop. I really don't want to drag this thing out of the folder where I regularly keep it every time I use (and I only use the latest versions to get into my bank's Bill Pay area; normally I use TFF 22.0 because of its clean interface).
What in the world is going on, never experienced this kind of problem with TFF or any other app before (I've had plenty that just wouldn't launch at all, but none that would only launch from the Desktop).
I did a "Get Info" on the 38.4.0 app and I didn't see anything out of the ordinary in the Ownership & Permissions.
The good news is I can get into the bank's Bill Pay area with 38.4.0, it had just started blocking my v. 31.1.0 which worked for the Bill Pay until today.
My OS: Tiger 10.4.11
My machine: G4 PowerMac M8573LL
(I'm pretty sure I have the correct variant -- 7450 "G4e" -- for my processor.)

When you say refuses to launch, can you be more specific? If you go to Applications > Utilities > Console.app, what appears when you try to launch it? (Don't cut and paste everything that appears there here, just what happens when you double click it.)
Some odd permissions problems have been fixed by downloading a fresh copy and unpacking that.

When I try to launch 38.4.0 from a folder other than the Desktop the Console says:
Mac OS X Version 10.4.11 (Build 8S165)

Could not find the Mozilla runtime.
But it's doing fine when I launch it from the Desktop, I'm using it to post this message AAMOF.
If we can't figure it out I guess I could live with it, like I said I only fire the newer versions up when I need to use a fussy area of my bank's site.
BTW, this is what happens in the Console when I successfully launch TFF 38.4.0 from the Desktop, for what it's worth:

The key error here is
This means exactly what it says. Usually this is caused by a faulty path, and is (obviously) a fatal error.
I'd start first with downloading and unzipping a fresh copy to make sure something didn't get corrupted the first time. Make sure you're using the built-in Archive Utility and not any third-party ZIP tool.

Normally I use StuffIt to unzip but I did also use BOMAArchiveHelper on the file after I read in here that a third-party tool could be a source of problems. Didn't make any difference.
Oh well, I'm getting tired of fooling with it.

For anyone who cares (maybe someone else will run into this problem also), I figured a funky workaround. I made TFF invisible on the Desktop and put its alias in the folder I usually keep it in. It launches OK doing that.
