Where/How Turn Off Image-Loading?

Does TFF have a preference to turn OFF images loading on web pages?

I'm sure it's somewhere but I'm not finding it in Preferences.

   It's not in Preferences. Mozilla removed this in Firefox 23.

   There are addons that will restore something similar; a cursory search turned up https://addons.mozilla.org/en-US/firefox/addon/image-block/ and https://addons.mozilla.org/en-US/firefox/addon/image-show-hide/ .
